Public Invited to Hearing on Housing

The public is invited to learn about and share thoughts on regional housing needs during an August 27 public hearing from 6 to 8 p.m. at the San Bernardino County Transportation Authority.

Organized by the Southern California Association of Governments (SCAG), the San Bernardino hearing on August 27 is the closest one to the Coachella Valley. It is one of only four public hearings taking place in Southern California this month to discuss the proposed Regional Housing Needs Assessment (RHNA) and the way that the RHNA housing targets are allocated. Other hearings are in Los Angeles and Irvine.

The RHNA is mandated by State Housing Law to quantify the existing and projected need for housing by income categories for each local jurisdiction during specified planning periods. SCAG is in the process of developing a new RHNA allocation plan which will cover the planning period October 2021 through October 2029. After SCAG adopts the RHNA allocation plan in October 2020, local jurisdictions will have one year to update their Housing Elements to ensure adequate zoning capacity for the allocated housing needs.

The public hearings will provide information regarding SCAG’s proposed RHNA allocation methodology options, which are available online. The public hearings also serve as an opportunity for any member of the public to learn more and provide comments regarding these options. Members of the public are welcome to provide comments on the three options, which may include but not limited to: 

• Modifications to any of the proposed three options;
• Additional factors or suggestions to be considered as part of any of the proposed three options; and 
• Any new option for the RHNA allocation methodology 

The Inland Empire public hearing will take place at the San Bernardino County Transportation Authority Board of Directors Room, located at 1170 West 3rd Street, 2nd Floor, in San Bernardino. The hearing will also be streamed live as a webcast at the following link:
