Members of the public are welcome at all meetings of the City Council. Regular meetings of the Palm Desert City Council are held the second and fourth Thursdays of every month convening at 3:00 p.m. for Closed Session and at 4:00 p.m. for the Regular Session and Public Hearings in the Civic Center Council Chamber located at City Hall. Assistive Listening Devices are available. Please contact the City Clerk's Office for more information about them or about any request for a disability-related modification or accommodation in order to attend or participate in a meeting. Requests should be made at least 48 hours in advance of the meeting to ensure availability of the requested service or accommodation by telephone at (760) 346-0611 or in writing to the Attention of the City Clerk, City of Palm Desert, 73510 Fred Waring Drive, Palm Desert, CA 92260-2578.

Interested in Speaking at a Meeting?
Each meeting of the City Council contains a place on its agenda for Oral Communications. This is the time when persons may address the City Council regarding matters that are not on that agenda. Comments are also welcomed for items on the agenda that are not scheduled for public hearing. These comments may, at the pleasure of the City Council, be deferred until the point of the meeting where the item is being considered. Remarks shall be limited to a maximum of three minutes unless additional time is granted by the City Council.

Blue "Speaker Cards" are located in the Council Chamber foyer and at the audience lectern. In order to recognize all who wish to speak, completion of a Speaker Card is highly recommended. The completed card should be turned in to the City Clerk; the Mayor will then call upon each speaker to address the City Council at the appropriate time.

How is an item listed on the City Council meeting agenda?
If you have an issue of concern for the City, you are encouraged to contact the Office of the Mayor and City Council or the City Manager . Frequently, a member of City staff will be able to readily address your concern. Occasionally, a matter requires the consideration and action of the City Council. If so, the item and supporting information that will enable the Council to make an informed decision will be scheduled for an upcoming City Council meeting.

What's the difference between a public hearing item and a non-public hearing item?
In general, a public hearing is an open consideration within a regular meeting of the City Council for which special notice has been given. Public hearings may be required by State or local law. For instance, public hearings are required for zoning changes, some annexations, and matters of housing law, etc. During the "Public Hearings" portion of the meeting, any resident or concerned individual is invited to present protests or offer support for the subject under consideration.
