The Home Improvement Program offers a variety of grants and loans to very low, low and moderate-income households.
Grants are available to qualified households up to 50% of the County median adjusted for family size, with the exception of "Emergency" and the Lead & Asbestos Abatement grants which may be available to households up to 80% of the County median.
Emergency Grant Component - Maximum grant amount of $7,500 for very low and $5,000 for low-income households.
Rehabilitation Grant Component - Maximum grant amount of $20,000 for very low-income households.
Lead & Asbestos Abatement Component - Maximum grant amount of $7,500 for very low and $5,000 for low-income households.
Small grants are available to qualified households up to 100% of the County median.
Matching Fund Component - Matches expenditures up to a maximum grant of $5,000 for very low, low and median income households.
Low Interest Loans
Very Low Interest Loans - Maximum loan amount of $35,000 at 1% -3% interest rate for very low and low-income households. Up to 80% of the County median adjusted for family size.
Low Interest Loans - Maximum loan amount of $35,000 at 5% interest rate for median income households. Up to 100% of the County median adjusted for family size.
Deferred Payment Loans with 45-Year Maturity - Maximum loan amount of $45,000 for very low, low and median income households. Only available for properties with special needs and not available for mobile home properties

Drought Tolerant Landscape Retrofit (DTLR) – Maximum loan amount of $7,500 at 3% interest rate for very low, low, and median income households. Up to 100% of the County median adjusted for family size. Available once per household or residence.
Energy Efficiency Upgrade Program – Coordination of energy efficiency eligible improvements with any plan designed by the office of Energy Management of the City of Palm Desert.
Make a Difference Volunteer Component - Coordination of volunteers to improve a home or neighborhood on a special "Make a Difference Day."
Acquisition/Rehabilitation/Resale Component - Acquisition of substandard homes and rehabilitation for resale to very low and low-income households with financial assistance from Redevelopment Agency.
Assistance provided through the HIP includes assessing the scope of needed repairs, obtaining bids, coordinating and monitoring construction, performing inspections, and overseeing required paperwork. While assistance is provided through the HIP, all contracts are between the homeowner and contractor. Therefore, prior to entering into a contract and starting work, you should become aware of your rights as a consumer under the laws and regulations of the Contractors State License Board (CSLB) for your benefit and protection.
